\u201cWe must not knowingly create overcapacity in one area while funds are lacking in others,\u201d explains City Councilmember Friedemann Kalmbach. \u201cAn early and fact-based adjustment of the city\u2019s plans is now essential. We must plan daycare centers and schools where the children actually are, and we must not ignore demographic realities.
