Will the energy master plan of the city of Karlsruhe achieve the heating transition by 2040?
The city of Karlsruhe recently presented a draft of its energy master plan with integrated municipal heat planning to the public at the Climate Forum, which must be adopted by the municipal council by the end of 2023. This energy policy plan aims to make Karlsruhe climate-neutral by 2040 and represents an important step in heat planning. The energy master plan was drawn up in collaboration with the Karlsruhe Energy and Climate Protection Agency and the Karlsruhe public utility company. Heat planning is an important step towards moving away from fossil fuels, but there are also hurdles.
City of Karlsruhe presents energy master plan as a solution for Karlsruhe heat planning 2023
The City of Karlsruhe’s energy master plan is a strategic planning instrument for a climate-neutral energy supply. It forms the basis for the development and implementation of measures in the area of energy and heat supply up to 2040. This plan is an important step towards achieving climate neutrality in the city of Karlsruhe and was drawn up by the city of Karlsruhe. The aim of the City of Karlsruhe’s energy master plan with integrated municipal heat planning is to ensure the future supply of electricity and heat using renewable energies.
Criticism and possible solutions
The contents of the energy master plan cover all possible energy sources and solutions. For Karlsruhe, the city relies primarily on district heating and heat pumps. Geothermal energy, geothermal probes and a heat storage system are also being examined. Hydrogen as a gas of the future has been mentioned and some approaches can now also be found in the draft energy master plan.
Unfortunately, it is not made clear enough that many households in the city are affected by the heat transition. End consumers in particular need clear information on the costs and options for switching. It is already clear that there are a large number of people who currently heat with gas but will not be able to fall back on district heating or a heat pump in the future – for structural reasons. It is particularly important that these households are given a future perspective based on hydrogen. The city must act now.
We have therefore formulated the following demands in a position paper on the energy master plan:
1. cost analysis and decision support for citizens
A critical examination of the energy master plan is an important step towards the goal of developing solutions. A cost analysis and transparent information are crucial in order to integrate citizens into the planning process and serve as a decision-making aid. In this way, citizens can be actively involved in the heat planning process and continue to work on this basis. The public must be informed about the planned measures in order to create understanding and acceptance for the heating transition.
2. clear roadmap for all measures of the city of Karlsruhe
Another point of criticism is the need for a clear roadmap for all measures to be implemented as part of municipal heat planning. No deadlines have yet been set for the respective planned measures. However, a timeline is needed to get the heating transition moving.
3. hydrogen as an important building block to make Karlsruhe climate-neutral by 2040
An important component of the energy master plan is the integration of hydrogen as an energy source. Hydrogen can play a central role in climate-neutral energy supply and must therefore become an important part of heat planning. To this end, the city must already register its hydrogen requirements and hydrogen grid expansion areas so that the city can be connected to the European and German grid.

Karlsruhe Climate Forum on the Energy Master Plan 2023
The Karlsruhe Climate Forum was a hybrid event format at which the draft energy master plan was presented. There was also the opportunity to ask questions. The event took place in September.
