Birth rates in Karlsruhe have fallen to their lowest level since 1985. The latest report from the Office of Urban Development reveals an alarming trend: Throughout 2025, only 2,285 children were born in the “Fan City.” This marks a sharp continuation of a downward trend that has persisted since early 2022. In the fourth quarter of 2025, the birth rate was 20.0 percent below the average for the years 2020 through 2022 and as much as 24.4 percent below the average for the years 2017 through 2019. This drastic demographic shift has significant implications for municipal infrastructure. Fewer births will, after a certain time lag, lead to a decline in demand for childcare spots in daycare centers and, consequently, lower enrollment numbers at elementary schools.

To avoid planning errors, the “FÜR Karlsruhe” voter group has now submitted an official inquiry to the city administration. The initiative aims to clarify the extent to which the administration has already translated these statistical facts into active administrative measures and adjusted needs assessments. The focus is also on the question of how specifically the administration has responded to the trend since 2022 and whether resources have already been reallocated. In addition, the voter group is calling for a neighborhood-by-neighborhood analysis, as demographic trends can affect Karlsruhe’s various districts very unevenly—while some neighborhoods are seeing a sharp decline in the number of children, others may remain stable or even experience growth.

“We must not knowingly create overcapacity in one area while funds are lacking in others,” explains City Councilmember Friedemann Kalmbach. “An early and fact-based adjustment of the city’s plans is now essential. We must plan daycare centers and schools where the children actually are, and we must not ignore demographic realities. The city administration must now transparently outline how it intends to respond to this shift in order to use taxpayer funds wisely while ensuring reliable, locally accessible services for families.”
