    Explanatory statement
    Since 2007, the federal government has stopped its shelter concept and all public shelters in Karlsruhe
    have been deactivated. Previously, there were 35
    public shelters with more than 56,000 shelter places in the city district of Karlsruhe. In the context of the Ukraine
    war, the federal government decided in 2022 to review the dismantling concept for
    public shelters, whereby an inventory of all shelters was carried out together with the federal states and municipalities
    . The German
    Association of Towns and Municipalities (DStGB) and the Ministry of Defense also called for the reactivation
    of shelters and investment in the security of the population in troubled
    times. This should take into account the new threats posed by wars in Europe, natural disasters
    and terrorism.
