How does the Department of Public Order deal with handicapped parking spaces blocked by bicycles?

As representatives of the citizens of Karlsruhe, it is important to us that people with disabilities have unrestricted access to the parking spaces provided for them at all times. However, we have repeatedly observed that bicycles block these parking spaces and make them inaccessible for people with disabilities, e.g. at the city hall during demonstrations as well as in the city districts.
Therefore, we would like to know what measures the Office of Public Order takes to ensure that handicapped parking spaces remain freely accessible and are not blocked by bicycles or other vehicles. We request detailed information on the legal basis and practical implementation of these measures.
We believe that the city of Karlsruhe should be a barrier-free and inclusive city where all people can fully participate in public life regardless of their physical condition.
