  1. How many kilometers of district heating lines and how many district heating connections are to be implemented per year on the timeline up to
    2040?
    a) How much has been achieved per year so far?
    b) How much will this cost?
  2. Are there alternative scenarios if MiRO should withdraw in the future or if the waste heat should no longer be sufficient when MiRO switches to eFuels at
    ?
  3. How many natural gas or oil heating systems should be converted to heat pumps, and how many can be converted per year?
  4. How many heat pumps are planned in Karlsruhe by 2040? How many individual heating solutions will remain after
expansion of district heating and conversion to heat pumps?
    Explanation
As part of the current discussion and planning of the energy master plan for the city of Karlsruhe, which provides for the
switch to district heating and heat pumps, we as the city council group FW|FÜR Karlsruhe
would like to ask crucial questions, which we also raise in our position paper on the energy master plan.
Which quantitative targets are planned for the expansion of district heating in the coming years is an important question
. Specifically, we would like to know how many kilometers of pipelines are to be laid by 2040
and how many district heating connections are planned per year. A detailed insight into the implementation to date is
also important in order to assess the progress and feasibility of the targets set. Another
key aspect concerns the financial dimension of the project. We therefore request information on
the estimated total costs of implementing the energy master plan. A transparent cost analysis is
essential to ensure that financial resources are used effectively and sustainably. This
also applies with regard to the population: What minimum standards apply to the renovation of old buildings in order to be considered
suitable for heat pumps? Are there subsidies available to support the conversion to these
standards? This information is essential to encourage homeowners to convert to
environmentally friendly heating systems. Another focus is on the conversion of natural gas and
oil heating systems to heat pumps. Here we ask for specific information on how many heating systems are to be converted per
year. This data is crucial for evaluating progress in reducing fossil
    fuels in the heating sector.
With regard to MiRO’s potential role in the future and its contribution to the district heating supply
, we are also interested in any alternative scenarios. If MiRO withdraws or the waste heat is no longer
sufficient, we would like to know how the City of Karlsruhe is prepared to deal with these potential
    challenges.
Answering these questions is of great importance in order to make an informed decision on whether to approve
the energy master plan. We strive for transparency and clarity to ensure that the
energy transition in Karlsruhe is based on a solid and sustainable foundation.
