With only 2,285 children born in 2025, the city of Karlsruhe is recording its lowest birth rate in over 40 years (since 1985). In light of this drastic demographic trend, the “FÜR Karlsruhe” voter group submitted an inquiry to the city administration to clarify how the city is responding to this downward trend in its planning for daycare centers and schools and how it intends to avoid planning errors.

The administration’s response paints a very nuanced picture: While birth rates have plummeted in neighborhoods such as Hohenwettersbach, Weiherfeld, Mühlburg, Grünwettersbach, or the North and South City districts, birth rates have plummeted, neighborhoods such as Beiertheim-Bulach, Oberreut, Knielingen, or Daxlanden are seeing stable or even rising numbers of children due to new residents moving in and new development areas. In its statement, the administration emphasizes that it is continuously monitoring the situation on a local scale but will not, for the time being, implement any across-the-board cuts to daycare or school capacity. Instead, starting at the end of the decade, space becoming available in elementary schools is to be used for expanding full-day programs, language support, and differentiated instruction.

“The numbers speak for themselves: The ongoing decline in the birth rate is not a temporary phenomenon, but a structural reality that policymakers must address. It’s good that the city administration is closely monitoring developments on a neighborhood-by-neighborhood basis and plans to use spaces that become available in the future to improve the quality of services—such as full-day care. Given the current trends, however, we must also plan for the future and ask ourselves what else we can do to make Karlsruhe more attractive for families with children: For us, this includes, above all, affordable housing for families with multiple children, well-equipped educational institutions, and a pleasant urban environment. These factors can be positively influenced by policymakers. Our goal would be to reverse the downward trend in birth rates over the next few years."

In light of the widely fluctuating figures across the city’s districts, FÜR Karlsruhe calls for dynamic and transparent needs-based planning. To avoid misguided investments, construction and expansion projects must in the future be assessed based on actual, localized needs, while resources that become available should be used in a targeted manner to improve quality at existing locations.
